We are a local charity supporting people seeking asylum in Hong Kong.

Our multidisciplinary team of lawyers, paralegals, social workers, therapists and refugee leaders are united by a shared commitment to fairness, justice and protection for all.

Our Story

  • In 2007, with the support of public interest lawyers, asylum law experts, leading international law firms and a pioneering family foundation, Hong Kong Refugee Advice Centre was founded. 

    As the only community legal centre offering legal help to people seeking asylum before the UN Refugee Agency, the then refugee status determination authority, the demand for our services grew rapidly. We responded by mobilising a network of pro bono lawyers, providing training and supervision to ensure high-quality legal representation.  

    In 2014, the Hong Kong government implemented the Unified Screening Mechanism (USM) and adopted the role of adjudicating protections under the grounds of persecution, torture or violation of other fundamental rights. We became Justice Centre Hong Kong, expanding our mandate to encompass all forced migrants, including torture survivors, trafficked persons and survivors of other forms of modern slavery.  

    Recognising that destitution and trauma significantly affect people’s ability to meaningfully participate in legal proceedings, we expanded our services to offer welfare support and psychosocial care, while growing our communities of practice to include mental health and medical practitioners, interpreters, social workers, and other community caregivers. We also strived to make a greater societal impact by conducting research and advocating for better conditions for refugees and other forced migrants in Hong Kong.   

    We believe that people with direct experience of displacement should shape the decisions and systems that affect their lives. In 2022, we reaffirmed our commitment to refugee leadership. Since then, we have facilitated the founding of a refugee-led initiative, re-introduced our community leadership programme and piloted Hong Kong’s first refugee paralegal programme.    

    In 2026, we introduced Asylum Services & Knowledge, by Justice Centre Hong Kong. By delivering high-quality services and sharing knowledge of best practices, we are building better systems of care, while supporting hundreds of people each year to move from displacement, destitution and trauma to stability, agency and protection.

  • Pioneered a leading law firm-NGO pro bono partnership model to bridge critical access to justice gaps (since 2007)

  • Introduced Hong Kong’s first Refugee Legal Assistance Clinic to provide specialist practical legal training to the next generation of community lawyers (since 2010)

  • Delivered annual trauma-informed lawyering courses to introduce this foundational competency into standard legal practice (since 2014)

  • Prioritised refugee participation in public forums through shifting knowledge and resources, including Voices for Protection and Community Leadership Academy (since 2014)

  • Developed a pro bono network of mental health practitioners to provide specialised, trauma-focused therapy to people seeking asylum in Hong Kong (since 2018)

  • Introduced Hong Kong’s first refugee paralegal group to enhance community legal education (since 2025)

A MOTHER’S FIGHT FOR SAFETY

Sarah* fled Pakistan with her two sons after she was accused of “honour crimes” for trying to escape her violent husband. She was raped by police, imprisoned, and then targeted with a fatwa. Her initial asylum claim was refused. The interpreter spoke a different dialect, so she couldn’t explain her story. She was interviewed by a male officer in front of her sons, and she felt too ashamed to disclose the abuse she endured. 

When she came to us, Sarah was terrified she would be sent back. Over six months, our lawyer and psychotherapist helped her prepare a detailed statement, gather medical evidence, and secure expert report on honour killings in Pakistan. We also ensured her sons’ views were heard by the adjudicator. 

Meanwhile, our welfare team helped Sarah access specialist medical treatment to support her physical recovery and enrolled her sons in school. With ASK’s help, she won her appeal on all grounds. Today, she and her children are resettled — safe, secure, and rebuilding their lives.
